Waste management applications


Approval is required for demolition, excavation and construction works generating more than 20 cubic metres of waste. The purpose of this is to show where waste is being disposed of, and ensure that recyclable material is recycled where possible.

Applications are through the TCCS approval form which also covers driveways, stormwater easements and landscape management plans. As part of the application process you will need to attach a waste management plan and a demolition plan.

We recommend engaging a suitably qualified consultant to lodge a waste management submission for a building application.

Step 1: Identify the type of waste

There are three types of waste that can be generated with any build project. A Waste Recycling Management Plan (WRMP) applies to developments with over 20 cubic metres of waste. A waste and recycling management plan (PDF 1.6 MB) is required to show how demolition, excavation and construction waste will be disposed of.

Each type of waste is itemised and sorted into recyclable amounts for reuse, recycling and landfill. The ACT Government promotes the recycling of all appropriate demolition and construction waste to reduce the amount of recyclables going to landfill.

Please identify which waste types are relevant to your project:

  1. Demolition and excavation waste – this is before construction (i.e demolition of buildings and excavation for underground basement carparking)
  2. Construction waste – waste generated through construction (i.e timber, tiles, bricks etc)
  3. Operational waste – includes how household wheelie bins are being stored and placed along the kerb for collection (in some cases this may need to be under street trees, with low hanging branches). This will be assessed by the assessing officer as part of the BA/DA assessments.

If you have identified any of the above types of waste, an explanation of what type of waste to be generated and how it is going to be disposed of is required.

Step 2: Demolition plan

Identify the need

A demolition plan is required if there is any changes made to the existing block. For example

  1. if there is a structure onsite being demolished/removed
  2. if the block is currently vacant (i.e a Mr. Fluffy block), however excavation is required before construction commences, to accommodate a basement/wine cellar, sub-floor space and alike
  3. if no demolition or excavation is required on an already cleared site, a demolition plan is not required.

Develop a demolition plan

Before starting demolition works, TCCS requires a copy of the plan showing details of the proposed works. The plan should include:

  • property boundary including dimensions
  • all trees within property
  • all structures to be demolished within the property
  • all road names adjacent to the property
  • copy of the approved Temporary Traffic Management Plan from Roads ACT.

A demolition plan must be provided in accordance with the Development Control Code for Best Practice Waste Management in the ACT (PDF 4.4 MB).

These documents are intended to ensure best practice approaches to minimise construction and demolition waste.

Step 3: Develop a site plan

A site plan is required for all waste applications.

The site plan should include the following:

  • clear details of what is being proposed for construction (what we are approving)
  • property boundaries including block, section and suburb.
  • all trees within the property boundary and on the street verge
  • all structures built or to be built on the property
  • all roads names adjacent to the property.

Step 4: Apply for approval

Applications for waste and recycling management, driveways, and stormwater easements can all be lodged via the TCCS approval form.
