Additional requirements for new and renewing applicants
From 1 July 2019, applicants for a new licence or renewal will need to complete new forms, including additional declarations in relation to financial and criminal history. For applicants for builder and building surveyor licences, new forms include an authorisation for the Registrar to obtain a criminal history check. A licence may be required to provide a construction service in the ACT.
Licensing is an important component of mandating a minimum standard of competence in the building and construction industry.
Get a licence
To get a licence to undertake a construction service, like building, electrical and plumbing in the ACT, you have to meet certain criteria, particularly related to your qualifications and experience.
You may also need to do an examination to apply for and renew your licence.
Types of licence
Licences are required in the ACT for:
- builders, including owner–builders
- plumbers, drainers and gasfitters
- building surveyors (private certifiers)
- building assessors
- gas appliance workers
- works assessors
- plumbing plan certifiers
Most people working on a construction site will also require a construction induction card.

If granted a licence, you are responsible for the administration and requirements of that licence. This includes:
- complying with your obligations under the legislative framework
- undertaking work in a proper and skilful way
- rectifying issues that may arise with the quality of your work
