The project

The project involves the upgrade of the Queanbeyan Sewage Treatment Plant (STP) near Oaks Estate ACT at Blocks 27 and 2087 Jerrabomberra. The existing STP was designed for 34,500 equivalent population and the proposed upgraded STP has a design capacity of 75,000 equivalent population. The proponent for the project is Queanbeyan-Palerang Regional Council.

EIS process

The Environmental Impact Statement (EIS) details the anticipated environmental impacts of a development, as well as proposing avoidance and mitigation measures. A proponent prepares an EIS to enable decision makers to understand the environmental consequences of a proposed development. The EIS is required to address matters raised in the scoping document for the proposal. More information on the EIS process can be found on the EIS overview page.

Public consultation

In accordance with the Act, the proponent prepared and submitted a draft EIS to the planning and land authority. The draft EIS was open for comments for 35 working days with the comment period ending on 9 March 2021.

Nine (9) public representations were received during the public consultation period.

Current Status: EIS process complete

The Delegate of the planning and land authority provided the final EIS and an EIS assessment report to the Minister for Planning and Land Management who, on 27 June 2023, decided to take no action on the EIS, meaning the EIS process is now complete.

The proponent can now submit a Development Application (DA) for this proposal for assessment in the impact track where it will undergo a separate assessment process informed by the EIS. The DA assessment will consider whether the potential environmental impacts of the proposal are acceptable and also consider any community representations made during the public notification period for the DA. The EIS expires five years after the day it is completed.

DAs are notified on the Planning website.
