Development approval may not be required for refinishing of certain exterior items provided they comply with the relevant provisions of the Planning and Development Regulation 2008 (Examples of such items include; changing a house roof from metal sheet to tile, or visa versa; rendering exterior brickwork with cement render and changing weatherboard cladding to brick-veneer).
The following exterior items are listed as being exempt from the requirement for development approval:
- a wall, sill or fascia or an eave lining;
- a downpipe or flashing or guttering;
- roofing or a roof duct, flue, gutter or vent;
- a vent pipe;
- a step or landing;
- a handrail or balustrade or other barrier that functions as a balustrade;
- a pole or post;
- also includes painting the exterior of the building or structure to change its appearance other than painting a design or sign on the exterior of the building or structure or painting the building for maintenance;
Exemptions from the requirement for development approval may also apply to replacing or covering an external door, window, skylight or fence for an open space boundary. For information regarding these, see External doors, walls and windows, Skylights and Fences and freestanding walls.
A development also needs to comply with the relevant general exemption criteria to be exempt from the requirement for development approval.
Please note: Building approval is still required for refinishing of certain exterior items to buildings or structures (Refer to Building Act 2004 for further information).
