Criteria for CZ6 and PRZ2 rezoning

If you are seeking a Territory Plan Variation (TPV) to allow 'residential use' in the Commercial CZ6 Leisure and Accommodation (CZ6) and Parks and Recreation PRZ2 Restricted Access Recreation (PRZ2) zones, your proposal will need to meet certain criteria as a first test of its appropriateness.

The criteria, outlined below, allows proponents and the community to be aware of the minimum requirements that will need to be met before a proposal for a TPV will be considered by EPSDD.

If a proposal does not meet these criteria, it will not be considered further. Meeting the specified criteria is the first step in the consideration of a proposal. Matters specific to the site and development type are then considered.

PRZ2 - Restricted Access Recreation Zone Criteria

A proposal to rezone or add uses to PRZ2 - Restricted Access Recreation land to allow for residential use is NOT likely to be supported due to the limited amount of PRZ2 land in the ACT.

Equality of access and geographic distribution of sporting facilities within a District

Size

Size will be considered on whether it can support a viable sporting use / facility

Context

Consideration of how the proposal fits in with surrounding land uses within the District

Context / Compatibility

Consideration of how the proposal will impact upon surrounding land uses

CZ6 – Leisure and Accommodation Criteria

A rezoning proposal on CZ6 – Leisure and Accommodation lands may be supported if it is consistent with the criteria set out below.

Where there are several rezoning requests in the same section or contiguous geographical area, rezoning will be considered holistically

For large CZ6 blocks outside city centre, town or group centres, such as on the approach routes to Canberra, rezoning will consider the contiguous geographical area holistically

Context / Compatibility

The appropriateness of the proposal with surrounding land uses and uses within the District in terms of:

  • height
  • distance to and affects upon existing land uses and services
  • surrounding densities
