In late March 2016, the Public Housing Renewal Taskforce will submit a Development Application (DA) to the ACT Environment and Planning Directorate to construct 12 two-bedroom public housing units in a two-storey development at 180 Starke Street, Holt.
The development is part of the ACT Government’s public housing renewal program, which will replace 1,288 ageing public housing dwellings by 2019 to improve living standards for tenants.

Public housing in existing residential areas and close to services is not a new concept for the ACT. Dispersing public housing and reducing concentrations of disadvantage is just one way in which Canberrans can send a clear signal that it is an inclusive community, and proud of providing housing options for all Canberrans.
Design and construction
The Taskforce ensures that designs for all replacement housing developments under the program ﬁt in with the local look and feel of the neighbourhood.
If the DA is approved, construction is expected to start in mid-2016 with completion due mid-2017.

October 2015 - the Taskforce met with the Belconnen Community Council to discuss the public housing renewal program, including the Holt site.
November 2015 – the Taskforce met with key stakeholders and distributed a public notice to surrounding residents and retailers on the proposed development.
November 2015 – the Taskforce updated the public housing renewal webpage with proposal details.
November 2015 – the Taskforce placed a public information folder in the Belconnen Library on the public housing renewal program and Holt proposal.
March 2016 – the Taskforce updated key stakeholders and distributed a public notice on plans to submit a DA.

The ACT Government’s public housing renewal program is delivering the biggest upgrade to Canberra’s ageing public housing since self-government in 1989.
To improve outcomes for tenants, 1,288 residences across 13 multi-unit public housing properties around Canberra have been identified for redevelopment. These properties – the oldest of any jurisdiction in Australia – were built more than 50 years ago for a growing public service, and no longer meet the needs of our community’s most vulnerable members.

Through this program, the Government is committed to providing accommodation that is suitable for all public housing tenants and has appropriate access to transport and services.
New homes will be constructed or bought across the ACT and range from single dwellings to small developments of up to 30. The new designs will provide improved accommodation for those with a disability, allow ageing in place and provide opportunities for children to attend schools across Canberra.

- a minimum six star energy rating; designs that take advantage of natural sunlight and ventilation;
- private open space or generous balconies;
- a strong focus on security and privacy; energy efficient equipment and fittings; designs that support tenants with a disability and allow ‘ageing in place’.

Future development sites
Construction has begun on several new public housing developments around Canberra, including Tuggeranong, Gungahlin and Molonglo Valley. Future sites have been identified in Belconnen and Weston Creek.
This notice is to inform you of ACT Government plans to develop 12 two-bedroom apartments at 186 Starke Street in Holt, highlighted in blue on the map below.
Construction is expected to commence in mid-2016 and be completed by mid-2017.
Following a presentation on the public housing renewal program at the last Belconnen Community Council on 20 October 2015, information on the Holt development will be available at the Belconnen Library. Images and fact sheets will be on display from Friday 27 November 2015 until a development application is submitted for approval to the Environment and Planning Directorate.
Project milestones will be communicated in a variety of ways, including:
- email updates to community members who register online
- letterbox updates to surrounding residents and businesses
- presentations and information sessions as required.
