The ACT Government has finalised an external review of the ACT’s Energy Efficiency Rating Disclosure Scheme (the scheme).
The ACT has the longest-running mandatory residential Energy Efficiency Rating Disclosure Scheme in the world.
The ACT Government commissioned Common Capital in 2022 to undertake a review of the scheme to assess its effectiveness and identify options and opportunities for improvements in the context of the ACT Government’s current climate and energy policies and the National Trajectory for Low Energy Buildings.
The objective of the review was to document findings and opportunities for the scheme for the ACT Government to consider and use to inform future bodies of work.
The review found that the current scheme is working well, has improved built form outcomes, has high compliance, is easy to understand and has supported improved community knowledge of energy efficiency for homes.
The scope of the review was focussed on finding opportunities for the scheme that aligned with the work already underway on the National Framework for Disclosure of Residential Energy Efficiency Information. This meant that the energy rating providers and energy rating tools that were looked at as part of the review were limited to those already engaged with or under development through the National Framework. The review did not consider other energy rating providers or tools already in the market that sit outside of the work underway on the National Framework.
Work on a National Framework was agreed to by all state and territory Energy Ministers in November 2019. This work is progressing, and the ACT Government is actively involved in the development of this important national framework.
The ACT will look to align with the National Framework once completed, where it represents improvements to the existing ACT scheme. The main benefit for the ACT is expected to be in the process for producing assessments and the expansion of those assessments to cover whole of home energy efficiency.
