A Development Outcomes Report must be provided for all development applications.

When preparing your report, you will need to know all of the following that apply:

  • The relevant district policy (for example, Belconnen District Policy)
  • zone policy (for example, Residential Zones Policy)
  • Any other policies (that is, Subdivision or Lease Variation)
  • Any design guides.

Where a development triggers a design guide, proponents will need to consider the relevant guides and prepare a design response. A design response must demonstrate, using written and graphic content, how the proposed development considers the design elements of the design guide and must be endorsed by a professional with experience and expertise relevant to the response, and the type and scale of the development proposed.

How to identify which policies or design guides apply?

Use this checklist to identify which Development Outcome Report and Design Response templates you need to complete for your development application.

Biodiversity Sensitive Urban Design Guide
  • The Biodiversity Sensitive Urban Design Guide applies to development where one of the below criteria is met:
    • the development is a Future Urban Area
    • the development is in non-urban zones (NUZ1-5)
    • the development is in an Urban Open Space zone (PRZ1)
    • has an area greater than one hectare in any zone.

The Biodiversity Sensitive Urban Design Guide does not apply to single dwelling housing or secondary residences. It also does not apply on developments where the increase in impermeable surfaces is 500m2 or less.

City Centre Urban Design Guide
  • The City Centre Urban Design Guide applies to development within the boundaries of the City Centre district.
  • Where there is inconsistency with an ACT wide guide (UDG, HDG, BSUD), a place-specific guide takes precedence.
Housing Design Guide
  • The Housing Design Guide applies to residential development, excluding single dwelling housing, secondary residence and extensions and alterations to multi-unit housing (of no more than 50% increase in floor area).
Urban Design Guide
  • The Urban Design Guide applies to development where one of the below criteria is met:
    • it is precinct-scale with a site area of greater than one hectare;
    • the combined development gross floor area exceeds 10,000m2;
    • comprises more than 1,000m2 of public or common space; or
    • required to seek advice from the National Capital Design Review Panel.
District Policy
  • A district policy will apply to all development proposals. This is where district specific controls are applied to certain areas or developments. To identify which district policy applies, please refer to the district map in each district policy.
  • A proponent will need to include the general District Policy and populate it with only the relevant assessment outcomes and assessment requirements.
Commercial Zones Policy
  • The Commercial Zones Policy applies to all development in a commercial zone (CZ1 to CZ6 inclusive).
Community Facility Zones Policy
  • The Community Facility Zones Policy applies to all development in a community facility zone.
Industrial Zones Policy
  • The Industrial Zones Policy applies to all development in an industrial zone (IZ1 and IZ2).
Non-Urban Zones Policy
  • The Non-Urban Zones Policy applies to all development in a non-urban zone (NUZ1 to NUZ5 inclusive).
Parks and Recreation Zones Policy
  • The Parks and Recreation Zones Policy applies to all development in a parks and recreation zone (PRZ1 and PRZ2).
Residential Zones Policy
  • The Residential Zones Policy applies to all development in a residential zone (RZ1 to RZ5 inclusive).
Transport and Services Zones Policy
  • The Transport and Services Zones Policy applies to all development in a transport and services zone (TSZ1 to TSZ2).
Lease Variation Policy
  • The Lease Variation Policy applies to any development where varying a Crown lease is proposed and applies across all zones of the Territory Plan. It is to be read in conjunction with the relevant district policy and zone policy.
Subdivision Policy
  • The Subdivision Policy applies to development proposing subdivision, including unit title subdivision, boundary adjustments, consolidations and the creation of new blocks. The policy applies to all Territory land across all zones including future urban areas and is to be read in conjunction with the relevant district policy and zone policy.

How to complete the templates

Which order should they be completed in?

It is recommended the proponent complete the documents in the following order:

  1. Complete the cover report template for the proposal.
  2. Complete any design response templates that apply.
  3. Complete the district policy template
  4. Complete the relevant zone policy template.
  5. Complete any other policy templates that apply.

Completing the templates in this order will allow the proponent to refer to responses in the design guides as part of the outcomes response in the relevant policy documents.

Guiding instructions

  • Applicants are required to complete only the columns or cells highlighted in grey.
  • The remainder of the text is templated to guide the response and to display content of the Planning Act 2023, Territory Plan and design guides.
  • Where a section of the template is not applicable to the development proposal, this needs to be clearly outlined in the response with reasons why (where necessary).
  • All templates must be combined into one document on completion. The combined document will be uploaded when submitting the development application.
  • Applicants are able to refer to other outcomes and design responses. The same response does not need to be repeated in response to each assessment outcome or design element.
  • The following provides more specific instructions in completing the policy and design response templates.

A development proposal must be consistent with the relevant Assessment Outcomes, this is where the proponent demonstrates this.

The outcomes response must outline how the outcome has been met (just stating ‘complies’ with no further justification is not sufficient).

A sound outcomes response should include a mixture of the below:

  • A plan-based response, wherever possible (i.e. a visual response consisting of annotated plans, snapshots of plans, 3D models and/or references to submitted plans)
  • Written responses – these should be brief and primarily be included to support the plan-based response.
  • Specific references to where the Design Guides and/or Planning Technical Specifications have been adopted to help meet the Assessment Outcome.

1.1 DESIGN ELEMENT TITLE

  1. UDG Design Guidance Heading 1

    In sections, the Housing Design Guide (HDG) refers to content found in the Urban Design Guide (UDG).

    UDG indicates that guidance for this element relates to both the UDG and HDG.

  2. Design Guidance Heading 2*

    The asterisk symbol indicates that this guidance only relates to the HDG and has an elevated weighting.

  3. Design Guidance Heading 3

    A heading without any reference to the UDG or a star symbol means it only relates to the corresponding section in the HDG.

A development that meets the relevant development thresholds of a Design Guide is required to consider it and provide a response, this is where the proponent provides the response to the elements of the relevant Design Guides.

The design response should respond to the full design element, incorporating relevant parts from the design guidance sections. A line-by-line response to every bit of design guidance is not required.

A sound design response should include:

  • A plan-based response, wherever possible (i.e. a visual response consisting of annotated plans, snapshots of plans, 3D models and/or references to submitted plans)
  • Written responses – these should be brief and primarily be included to support the plan-based response.
