The project
Essential Energy propose to install 230m of dual circuit overhead 132kV powerlines between the ACT/NSW border and a connection point immediately east of the Oaks Estate Transgrid Substation. The proposed works comprise of site establishment, pole installation and other associated works.
EIS process
The Environmental Impact Statement (EIS) details the anticipated environmental impacts of a development, as well as proposing avoidance and mitigation measures. A proponent prepares an EIS to enable decision makers to understand the environmental consequences of a proposed development. The EIS is required to address matters raised in the scoping document for the proposal. More information on the EIS process can be found on the EIS overview page.
The final EIS informs the development application (DA) which is the decision-making and approvals process. In the DA process, matters raised in the EIS are assessed against the requirements of the Territory Plan and the Planning and Development Act 2007.
Public consultation
In accordance with the Act, the proponent prepared and submitted a draft EIS and concurrent Development Application (DA) to the planning and land authority. The draft EIS and concurrent DA were open for comments for 35 working days, commencing on 28 March 2023 and closing on 18 May 2023.
No public representations were received during the public consultation period.
Current Status: EIS process complete
The Delegate of the planning and land authority provided the final EIS and an EIS assessment report to the Minister for Planning and Land Management who, on 16 November 2023, decided to take no action on the EIS, meaning the EIS process is now complete. The EIS expires five years after the day it is completed.
The proponent lodged a concurrent DA (DA202341436) for this proposal for assessment in the impact track and this has undergone a separate assessment process informed by the EIS. The DA assessment considered whether the potential environmental impacts of the proposal were acceptable.
