The urban expansion of the Molonglo Valley is to occur in three separate stages. Stage 1, comprising the new suburbs of North Weston, Coombs and Wright; Stage 2, which has been designed to accommodate approximately 18,000 people and will also include the principal commercial centre of Molonglo Valley, together with smaller local centres; and Stage 3, to the north of the Molonglo River.

All three stages of proposed development in the Molonglo Valley were subject to a strategic assessment prepared under the Commonwealth Environment Protection and Biodiversity Conservation Act 1999.

The Molonglo Valley Stage 2 – Urban Development, Infrastructure and Link Bridge (MVS 2) environmental impact statement (EIS) exemption relates to land in Stage 2 of the Molonglo Valley urban expansion. The land is located to the west of Canberra City and is bounded to the north and east by the Molonglo River, to the southeast by the suburbs of Wright and Coombs, to the south by Uriarra Road and to the west by the Molonglo Valley district boundary.

The MVS 2 EIS exemption has been assessed in response to a request from the Economic Development Directorate (EDD) to consolidate two of their existing EIS exemptions for development within Stage 2 of the Molonglo Valley, on the basis of the information provided in support of these applications.

Both exemption applications prepared by EDD had identified potential impacts of the proposed development and provided information supporting their request for Ministerial exemption under section 211 of the Planning and Development Act 2007. The MVS 2 EIS exemption draws on the findings of the assessment of Exemption 1 and Exemption 2 and consolidates the information to reduce the duplication of considerations for future development applications (DAs).

In accordance with section 211H of the Planning and Development Act 2007, the MVS 2 EIS exemption was granted by the Minister for the Environment and Sustainable Development on 29 July 2013.

In accordance with section 211I of the Planning and Development Act 2007, the EIS exemption application expires on 31 December 2041.
