The government uses strategic planning and consults with the community and different directorates to identify and make available vacant Territory community sites for not-for-profit organisations.
Community consultation processes that relate to or inform community land sales include:
- outcomes of the Community Priorities Survey, meetings with community and industry groups, and submissions for the ACT Budget.
- the development of strategic planning policies such as the ACT Planning Strategy 2018, the District Strategies 2023 and the Territory Plan 2023.
- enquiries from community organisations for accommodation or for the purchase of community land.
The need for community facilities is identified through:
- strategic planning policies
- community and recreational facilities assessments and other relevant planning studies
- current and projected population data
- community feedback (both individuals and organisations)
- government priorities, objectives and strategies and
- feedback and advice from all directorates through various governance bodies.
Technical studies are carried out on vacant, unleased community land that may be suitable for the two-stage Expression of Interest and Tender process (explained below). These studies, along with consultation across government, help identify the opportunities and permitted uses for each site.
