The City and Environment  Directorate (CED) keeps a list of offset areas in the ACT. This is in accordance with section 111V of the Planning Act 2023. Offsets need to be established consistently with:

  • ACT Environmental Offsets Delivery Framework
  • Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) (Commonwealth), and
  • Planning Act 2023.

Environmental offsets generally involve protecting areas that contain threatened species or ecosystems. This compensates for residual unavoidable, significant impacts of development on:

  • Matters of National Environmental Significance (MNES; under the EPBC Act), and
  • 'protected matters' (under the Planning Act 2023) from development.

Environmental offsets also support research and monitoring projects and protect nature and culture.

The Ginninderry Development team manages the West Belconnen Strategic assessment on behalf of Riverview. The Ginninderry Conservation Trust was created to manage the environmental land created by the Ginninderry Project. The Ginninderry Conservation Trust manages the environmental land as set out in the West Belconnen Strategic Assessment, including the West Belconnen Conservation Corridor to ensure continued EPBC compliance.
