The project
Doma Group proposes to redevelop the former Canberra Brickworks site, located at Blocks 1, 7 and 20 Section 102 Yarralumla. The proposed development will consist of parkland, residential, commercial and retail uses, incorporating Canberra Brickworks heritage elements. The project will provide a maximum of 380 residential dwellings, including low density dwelling houses, terraces and apartment buildings, up to a maximum height of three storeys.
The proposed development consists of:
- A low-density residential precinct to the east
- A mix of terrace houses, apartments and single dwellings to the south
- A high-density residential precinct to the west
- A combined retail / commercial precinct within existing, re-purposed buildings onsite
- Parkland and a pond
EIS process
The Environmental Impact Statement (EIS) details the anticipated environmental impacts of a development, as well as proposing avoidance and mitigation measures. A proponent prepares an EIS to enable decision makers to understand the environmental consequences of a proposed development. The EIS is required to address matters raised in the scoping document for the proposal. More information on the EIS process can be found on the EIS overview page.
The final EIS informs the development application (DA) which is the decision-making and approvals process. In the DA process, matters raised in the EIS are assessed against the requirements of the Territory Plan and the Planning and Development Act 2007.
Bilateral assessment
The Australian Government determined that this proposal is a controlled action requiring assessment and approval under the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) before it can proceed.
The Australian Government decision specified that this EIS will be assessed by the ACT Government under the bilateral agreement between the Australian Government and the ACT Government (EPBC 2017/8074).
Public consultation
In accordance with the Act, the proponent prepared and submitted a draft EIS to the planning and land authority. The draft EIS was open for comments for 30 working days with the comment period ending on 21 July 2021.
Nine (9) public representations were received during the public consultation period.
Current Status: EIS process complete
The Delegate of the planning and land authority provided the final EIS and an EIS assessment report to the Minister for Planning and Land Management who, on 13 June 2023, decided to take no action on the EIS, meaning the EIS process is now complete.
The proponent can now submit a Development Application (DA) for this proposal for assessment in the impact track where it will undergo a separate assessment process informed by the EIS. The DA assessment will consider whether the potential environmental impacts of the proposal are acceptable and also consider any community representations made during the public notification period for the DA. The EIS expires five years after the day it is completed.
