The project

Flexible Australia Pty Ltd propose to develop a waste recovery facility in Hume. The proposed facility will process and recycle waste from street sweeping, stormwater maintenance and hydro excavation (mud) activities. The site is expected to receive approximately 19,400 tonnes of material per annum.

The project involves the installation of a resource recovery plant to process and recover materials from municipal waste streams. Infrastructure associated with the project includes a fully-bunded metal clad building, storage bays, weighbridges, office buildings and stormwater management and landscaping systems.

The resource recovery plant will reuse resources derived from waste streams ordinarily disposed of to landfill, including graded sand, graded aggregate and organic fractions for supply to construction markets within the ACT and surrounding NSW regional areas.

EIS process

The Environmental Impact Statement (EIS) details the anticipated environmental impacts of a development, as well as proposing avoidance and mitigation measures. A proponent prepares an EIS to enable decision makers to understand the environmental consequences of a proposed development. The EIS is required to address matters raised in the scoping document for the proposal.

Public consultation

In accordance with the Act, the proponent prepared and submitted a draft EIS and concurrent Development Application (DA) to the planning and land authority. The draft EIS and concurrent DA was open for comments for 35 working days with the comment period ending on 19 November 2020.

No public representations were received during the public consultation period.

Current Status: EIS process complete

The Delegate of the planning and land authority provided the final EIS and an EIS assessment report to the Minister for Planning and Land Management who, on 2 February 2023, decided to take no action on the EIS, meaning the EIS process is now complete.

The proponent lodged a concurrent DA (DA202037541) for this proposal for assessment in the impact track and this has undergone a separate assessment process informed by the EIS. The DA assessment considered whether the potential environmental impacts of the proposal were acceptable and also considered any community representations made during the public notification period for the DA. The EIS expires five years after the day it is completed.
