The project

Veolia Environmental Services (Australia) Pty Ltd is proposing to develop a new Materials Recovery Facility (MRF) on Block 12, Section 25 Hume, Recycling Road with capacity to receive and process up to 115,000 tonnes per year of recyclables.

The new MRF would replace the existing facility on the site, which was extensively damaged due to fire on 26 December 2022, and provide technological improvements to facilitate greater resource recovery.

EIS process

The Environmental Impact Statement (EIS) details the anticipated environmental impacts of a development, as well as proposing avoidance and mitigation measures. A proponent prepares an EIS to enable decision makers to understand the environmental consequences of a proposed development. The EIS is required to address matters raised in the Scoping Document for the proposal.

Public consultation

In accordance with the Act, the proponent prepared and submitted a draft EIS to the planning and land authority. The public consultation period for the draft EIS was 35 working days, commencing on 28 August 2023, and closing on 16 October 2023.

One representation was received during the public consultation period.

Current Status: EIS process complete

The Delegate of the planning and land authority provided the final EIS and an EIS assessment report to the Minister for Planning who, on 27 October 2025, decided to take no action on the EIS, meaning the EIS process is now complete. The EIS expires five years after the day it is completed.

The proponent can now submit a Development Application (DA) for this proposal for assessment, where it will undergo a separate assessment process informed by the EIS. The DA assessment will consider whether the potential environmental impacts of the proposal are acceptable. The DA will be notified on the Planning webpage when a decision is made.
